WHAT IS EZ-OUT?
- EZ-OUT digitizes the personnel out-processing system of any US military installation worldwide. It is custom-made to create an online version of each base’s clearing checklist.
- While EZ-OUT is a web-based program, it requires no installation or hardware modifications. Both the out- processing servicemember and the garrison agencies simply log on to a third-party website, where the individual clearing papers are stored and easily printable.
- EZ-OUT’s user-friendly interface employs a color-coded pattern of boxes that are switched from red to green by authorized personnel at each office as the servicemember clears that particular station. Servicemembers register on the website using a personal user name and password. They can then click on links that send automated email requests to each of the base offices required to clear.
- Authorized staff members at each office have permission to access the site and select only the box designated for their section. Utilizing whatever existing system is employed currently to ensure the servicemember has no outstanding issues at that particular office, the staff member then will select the assigned box (colored red by default) and convert it to green (with an X in the center to allow for easy viewing when printed with black toner ink).
- If for any reason the servicemember has an outstanding issue at a particular location, the staff member changes the color of the box to amber, indicating to the servicemember that he must contact that office to determine what action must be taken before he can be cleared. Alternatively, the staff member may phone or email the servicemember to explain the specific issue.
- Regulations require certain locations to be cleared prior to others, so the system will automatically adjust for those circumstances. For example, a soldier may not be allowed to clear the Customs Office before first clearing the VAT Tax Relief office.
- The most obvious beneficiary of the move to an online clearing process is the servicemember. Many members of the US military, especially those serving overseas, do not own vehicles. So to visit over 35 separate offices, each with varying days and hours of operation and spread out over several miles, can be extremely difficult and frustrating.In addition, if a servicemember loses his clearing papers, he must start the entire process all over again. EZ-OUT eliminates that scenario.
- A bonus value added to the system is that it makes it almost impossible for a servicemember to pass along a counterfeit signature.
- But the most significant benefit is the boost to worker productivity. It no longer will be necessary for civilian employees to interrupt their work to attend to out-processing servicemembers walking in at all times of the duty day. Each office can set aside 15 or 20 minutes at their choosing to run through the online listing of out-processing servicemembers and simply check each one as cleared or not cleared. The system will also allow the garrison to generate reports and audits and use digital signatures to allow for improved accountability. As the process works now, if a servicemember forges a signature or exploits a friendship in one of the offices, the garrison leadership has absolutely no way to discover that or determine whom to hold responsible.
- Undoubtedly, soldiers still will have to physically walk themselves into certain stations, like the medical clinic, the central issue warehouse, etc. But EZ-OUT will eliminate at least 70 percent of the time- consumption involved. Out-processing now often requires 12 working days – almost three calendar weeks when holidays fall in the middle – at many installations. No longer will a servicemember be required to drive or ride the bus 10 miles down the road to get a clearing stamp from the base veterinary clinic – when he doesn’t even own a pet. He’ll neither wait in line to see a teller at the Navy Service Credit Union if he doesn’t have an account there, nor trek over to the behavioral health clinic if he’s never been a patient.
